Peppol in Belgium: what every SMB needs to know in 2026

Since April 2026, all Belgian B2B transactions must use Peppol-compliant electronic invoicing. If you're a VAT-registered business in Belgium sending invoices to other businesses, this directly affects you.

What is Peppol?

Peppol (Pan-European Public Procurement Online) is a standardized network for exchanging business documents electronically. Think of it as a secure postal system specifically designed for invoices — with guaranteed delivery, format validation, and legal compliance built in.

Every invoice sent through Peppol follows the BIS Billing 3.0 standard, which means the recipient's accounting software can automatically process it without manual data entry. No more PDF attachments that need to be re-typed.

Who is affected by the Belgian mandate?

Every Belgian business with a VAT number that sends or receives B2B invoices. This includes:

  • Solo entrepreneurs and freelancers (indépendants/zelfstandigen)
  • SRLs, SAs, SCRLs, and other legal forms
  • Any business issuing invoices to other Belgian or EU businesses
  • Businesses receiving invoices from suppliers

B2C invoices (to consumers without a VAT number) are not yet required to use Peppol, but this may change as the EU's ViDA (VAT in the Digital Age) initiative expands.

What do you need to comply?

Three things are required for Peppol compliance:

1. A Peppol Access Point — This is your connection to the Peppol network. You don't connect directly; instead, you use a certified Access Point provider (similar to how you use an email provider to send email). Your invoicing software typically handles this for you.

2. A Peppol ID — Your business is identified on the network by your Belgian enterprise number (KBO/BCE number). This is registered with your Access Point provider.

3. UBL-format invoices — Invoices must be in Universal Business Language (UBL) XML format, specifically BIS Billing 3.0. Again, your invoicing software generates this automatically — you don't need to learn XML.

Common questions from Belgian entrepreneurs

Do I need to change my invoicing software? If your current tool doesn't support Peppol, yes. Many Belgian SMB tools have added Peppol support in 2025-2026. Check with your provider.

What about invoices to France or Germany? France is implementing its own e-invoicing mandate starting September 2026. Germany and other EU countries will follow under the ViDA framework. Using a Peppol-capable tool now means you're prepared for cross-border compliance.

Can I still send PDF invoices? For B2B transactions with Belgian businesses, Peppol is now required. PDF invoices can still be sent alongside the Peppol document as a courtesy, but the legal document is the electronic one.

What if my customer isn't on Peppol? All Belgian B2B businesses are required to be on Peppol. If your customer claims they can't receive Peppol invoices, they may be non-compliant themselves.

Penalties for non-compliance

The Belgian government hasn't announced specific fines for non-compliance with the B2B e-invoicing mandate yet. However, invoices that don't meet the electronic format requirements may not be considered valid for VAT deduction purposes. This means your customers might not be able to deduct the VAT on your invoices — which is a strong incentive for compliance.
